I have entered into an agreement with a builder for purchasing a property in the state of Telangana. Unfortunately, the property registrations are currently put on hold by the state Govt. The builder has suggested that I take the possession after paying 100% (the bank has also agreed to release the remaining 80%). Please let me know if it is okay for me to take the possession after paying the money and then wait for the property registration

Yes, You can do so but how will you be able to get the process of registration completed if the Builder slips away and causes any harrasment after having received the to total amount of consideration. Yes , you can take Possession of the property by entering Lease cum sale Deed. May be when Registration starts you you can have Absolute Sale Deed.
