This all will depend upon the rent agreement that was executed between both of you. If there's nothing written about the deductions then she is legally not entitled to charge you anything. And if she's still not listening to you then first of all rather than going legally you should serve them a legal notice and in that notice you must write that to stop all these harassments and refund my money back or face legal action which will be at your own risk.
