Medical Bill Regarding

Sir my father passed away in Jan 2017 from cardiac arrest, he was a government servant in narcotics department and in emergency we admitted him in a private hospital nearby to our house then after a treatment of four days his condition was critical and again he is shifted to another private hospital where after treatment of 4 days he died with cardiac arrest. Sir he was not a retired person so we claimed his medical bills and submitted the entire bill on March 2017 but sir department cheated us they always told us your bill are under process because we want to do case regarding medical bill claim and now today I received a letter in which they written your father disease did not come in emergency even every medical bill has attested with emergency certificate prepared by doctor. Now sir they rejected the bills completely, they didn't give me job on behalf of him which was not a problem for me because I am enough educated and I am doing a job but now they did not give any bill claim what should I do sir please guide me!
