Rti Document Manupulated

for last two months passed pwd failed to provide us the rti doc.after first appeal to ho, today 3apr they gave us only an attested copy of doc. and closed the appeal as satisfied. as i was comparing the doc. i learnt that it is being recently prepared and the inword entry no. and date is hand written as usual. i am 70% shure the doc being manupulated. please guide me the necessary steps as the original doc. is v imp in my case
