File appeal to RTI Appellate authority within a month.. and if they didn't respond file second appeal in State Information Commission within 60 days..

You can file an appeal before the Appellate body. There will be a hearing wherein the PWD will be asked to furnish a reply as to why your document has not been provided to you.
