Can I directly approach Hon'ble High Court when CPIO denied information intentionally? What action Hon'ble High Court can take against CPIO. Max how much time it takes for justice.

Only after an appeal to the Information Commission, you can file a writ petition in High court. However, some Judges may entertain if there is a serious/urgent issue involved. You may achieve your object my other way asking different prayer in Writ Petition. A Writ petition may be ordered in the first day itself or it may take 6 months. Depends upon the circumstances.
