File a First Appeal. If the applicant does not receive a response to the application within 30 days from the date of receipt of the application, then the applicant can file a first appeal under section 19 of the RTI Act. PIO should be sending you the RTI reply within a time period of 30 days. These 30 days are counted from the date your RTI Application was received by the PIO. It is mandatory for the PIO to reply to your RTI application within this time period. The first appeal has to be addressed to the first appellate authority which is designated in each public department/authority. A First Appeal can be filed under Section 19(1) of the Right to Information Act under two conditions. In case you have filed your RTI application online with any department/ministry/authority/body etc under Central Government, you can file First Appeal online for such RTIs. For this, you can access this website (https://rtionline.gov.in/index.php) and fill in the relevant details. In case you have filed your RTI application to any department/ministry/authority/body etc under any State Government, rules for filing First Appeal would be different for each state. The rules, format etc will depend on the rules framed by the respective state. You have to find this out and complete your First Appeal in the desired format. Incase you want help for drafting an effective first appeal, you can take the help of an expert organisation called Online RTI, provides RTI and First Appeal related services. With years of legal expertise in the field of RTI and First Appeal, this organization helps citizens to send an effective and comprehensive application. They take care of drafting, format, rules etc. demanded by different government departments/ministries/authorities/bodies etc.
