Do I need to have PASRA Licence if I need to provide rescue services to the user who will use my emergency application? Currently, I am working on IT project which requires Rescue team who will rush on the user location to rescue him/her on trigger location.

Yes, for this type of work you definitely need PSARA, along with required, local Police Permissions, as you are trying to step into the shoes of law enforcement agencies
