Query Regarding Non Payment Of Building Repair Fund

Hii,can building members take legal action against me if I am not able to pay building repair fund if my building is not even registered?I already paid first installment of 15,000 rs due to pressure of society members but I feel there's no use of paying more as 25% work completed is not upto the mark and they are collecting funds to fill their own pockets,can I file a complaint against them if they knock my door for money at late night and send notices which is not even signed by any higher authority?
