I paid an amount to a prospective landlord basis a verbal commitment by him on the rent and overheads which he will get done in the house. When he sent the rental draft he changed the conditions and was not ready to budge, post which I canceled the deal. Now he is not returning half the money paid to him. Police are saying that its a court matter and not a police matter. What should I do?

If police has denied to us undertake your matter then the only option left with you is to knock the door of the court. you file a Civil Suit for recovery you are entitled to recover from your landlord. You will succeed.
