as per Any Advocate as soon as given N.O.C., if not given send one complaint to their Advocate Associate President.
incase the present lawyer denies to give NOC, ask your new lawyer to file permission petition , so that he can come on record as your counsel
ask the advocate to give uh an noc if any bill pending kindly clear it... it's that simple
Get consent in vakalath from your present counsel to change of vakalath. or send a request to him by registered post.
You contact your current lawyer who is deficient and ask him to give NOC. On that same VP the new advocate can file VP. For criminal case the new VP can be filed directly.
