Kerala PSC

I have included in a LSGD (Town Planning Dept.) rank list which was notified before the LSGD integration/Special rule formation. Now psc has stopped the advice of this rank list stating it was notified before the special rule formation. But in the new special rule it clearly states that ' Appointment to various posts included in the integrated service which were notified for appointment by Kerala Public Service Commission prior to integration will be based on the Special Rules then in force'. What can i do legally ?
