Regarding Penalty Order Clarification

I am a central govt employee, I have been awarded a penalty (Appeal has been submitted to the concerned commissioner to set aside the penalty order) by the Regional Director. The exact wordings are "the undersigned impose upon a penalty of reduction of pay by two stages w.e.f the date of issue of this order for two years with cumulative effect and during the penalty he will not earn any increment". My question is that whether it is a permanent loss of four increments or two increments rest two increments will be granted on completion of the penalty period.
