Electricity Connection

We are residents D home Society Sector 116 Mohali and Our builder & developer has not taken the NOC from PSPCL and absconded plustTempreroy meter out standing Usage + Penalty + Surcharge 14 lakhs and LD system installed in our society no Transformer installed. PSPCl asking for hole Gmada approved project NOC and not releasing the connection to us last 1.5 year we are on genset of own expenses. Need Electricity ACt which we have got temporary connection for survival till then above permanent issue resolve. Please advise
