Electricity department has imposed a false penalty of â‚¹52000 on the grounds of electricity theft. They are also refusing to provide connection since past 1 year. They are saying that the connection will be provided only after the penalty is paid. I was not stealing any electricity and the allegation is false. What can be done in this matter? Shall I go to district court or high court? Electricity department has imposed this penalty recently.

You may approach lower court or High Court but court may insist upon you to deposit the disputed claim before electricity recollection order is passed.
