There is a boy in our neighbourhood who creates a ruckus in the society. He troubles others. He abuses people, so what can I do legally in this matter and what should the police do?And what rights do I have?

U can take lead in preventing the same by counselling the immature boy along with other members. If not heeding U may file complaint wid jurisdictinal Law and order authority and Local Administration.
