    1. File written complain against him in local police station. 2. If police refused to take your complain then File complain against him to Supritendent of Police or Commissioner Office of Police of your City. 3. If both Supritendent and police refused to take your complain then File Private complain against him in court through lawyer under section 156(3) of criminal procedure code.

    If the police are not taking any action then you can always file a petition under section 156(3) CrPC for registration of FIR against that guy. You need to first of all approach the police station according to your jurisdiction and register a complaint in writing and then attach the copy of the same into your petition.
