Trust Hospital

I am a retail Pharmacy owner. Besides me, there is a trust hospital. There is one more retail pharmacy near me. For some days I found that trustees use the new prescription pad for doctors. In this, they mention "buy medicine from another pharmacy" I don’t want to mention organization name but my question is- this is legal or Not? If not, what should I do? Yesterday I went to trustees to discuss this matter. According to them, they do contract with that retail medical store and the owner give them*phone*Rs. per month. Is this legal? Is trust able to do such contract with private medical store?
