Aap jaha rehte ho wahi fir kijiye. Agar Police nahi sunti hain toh DCP ko arji likhiye, agar DCP nahi sunta hain toh ek lawyer kijiye aur Sec 156 (3) CrPC mein magistrate ko complain kijiye....

if you are residing presently at dehli you can file complaint at dehli as well.

if police not registering FIR. then file private complaint under section 156 Crpc before magistrate/ judge in court where you residing
