The central government is going to amend in Central MV Act. Bill presented and pending in parliament.. Soon its gonna be the trend everywhere.. So you can place those ad, but prior endorsement and fees prescribed (per sq.ft, per year) to be paid.. Some companies have already started up..

The same is going sucessfully in US. The MV Act says no advertisement but however it is liberal for the state rules to allow. Some states allow on payment of prescribed fees. Ex. Kerala, Rule 191 of Kerala MV rules.
