Need To Register Car With Old NOC Across Another State.

I purchased a car from Mumbai in 2006 and the NOC was issued in 2006 as well. The transfer was to RTO Indiranagar Bangalore where my residential address was. Before I could take possession of the car and papers, I left India and returned in 2013 I took possession of the car and papers and visited RTO Bangalore who asked to pay a large fine which was beyond my means, They issued a letter that the car is not registered with RTO Bangalore asked to go to Mumbai show the letter and get a new NOC. I tried to get a new NOC from Mumbai nothing worked out. The car was unused and lying in the garage all this time. I am now resident in Hyderabad and want to get the car registered in Hyderabad. I have the following documents original. * Other state registration certificate in original. * Form 29 and 30 original from Mumbai to RTO Bangalore * Letter from RTO Bangalore on non registration * Aadhaar & PAN address proof. Hyderabad Any guidance and direction would be appreciated. Thanks
