Driving Licence Status Blocked

My Driving licence is taken by Delhi traffic police in Overspeed challan is paid on 23 March 2020. But after 8 months still, I did not get my licence. I have visited Najafgarh traffic circle in August and Sept 2020. They send my licence to cancelation cell hill road civil lines. I have contacted hill road on 28 Sep and 30 Sep. I got no show cause notice from cancelation cell so I reached out to the person who issued the notice. Now he told me I will get my licence after another 107 days starting from 28 sep. Almost 8 months passed but still I did not get my licence. I need advice what to do and whom should I contact.
